Richard McCord's passion for public service began early, earning a bachelor's degree in political science at Columbia University in 1977. By 1979, even before graduating from the Quinnipiac University School of Law, Richard McCord had taken a position as an assembly legislative aide. He soon began building an impressive resume of government experience with a stint from 1980 to 1983 as Glen cove's deputy mayor and legislative aide to the Nassau Board of Supervisors. He joined the glen Cove Housing Authority in 1982, becoming its chairman in 1985 and served in that capacity for two years.

From 1988 through 1994, Richard McCord served as Associate Court Judge to the Hon. Joseph Vetrone. In 1995 he succeed Judge Vetrone in the elected position of Administrative city court Judge, taking on full supervisory responsbility of Glen Cove's court system.
